While Congress Went on Vacation, Bitcoin Climbed Past $65K Anyway

Bitcoin crossed $65,000 without a single signature from Washington, proving once again that the market has stopped waiting for politicians to catch up.

The Senate shelved the CLARITY Act before heading into recess, kicking any meaningful crypto legislation to the fall at the earliest. For months, traders had treated regulatory clarity as a prerequisite for the next leg up. Turns out, it isn't.

What Actually Moved the Market

Two forces did the heavy lifting that Congress refused to do.

First, spot Bitcoin ETF inflows remain steady. Institutional money is not sitting on the sidelines waiting for a bill to pass. It is moving in measured, consistent waves, and that baseline demand is acting like a floor under the price. When retail sentiment wobbles, the ETF bid absorbs the dip before it becomes a rout.

Second, the dollar softened. A weaker dollar is rocket fuel for hard-capped assets, and Bitcoin is the hardest of them all. With Fed rate cut expectations creeping back into the conversation, macro traders are rotating out of cash and into anything with a ceiling on supply.

Dollar strength is the macro variable that can override everything else. If the DXY catches a bid on hotter economic data, expect Bitcoin to feel pressure regardless of on-chain fundamentals.

Finally, watch the $65,000 level as support. Holding it on a retest, especially while Congress is dark, would signal that this move has legs through the summer and into the fall session, when Washington finally has to deal with crypto whether it wants to or not.
